The Collector Coin committee set by the Finnish Ministry of Finance arranged a public competition for the designing of the silver collector coin, and received 15 proposals by the set deadline. The competition was won by sculptor Reijo Paavilainen with his proposal “Lauraeus psalmista 45:5” (Lauraeus on psalm 45:5). [/align]
The jury found the theme to be very challenging. Paavilainen’s work was estimated as a rendering well fitting the theme, and both sides of the coin were used in great balance. Sculptor Paavilainen has succeeded in creating a final result that is subtle in its surface treatment, as well as multi-level and ambiguous. According to the artist himself the symbolism of the collector coin – justice, cooperation, responsibility, and continuity – are the words of minister Alexander Laureus, who spoke at the opening of the Council of State in 1809: “Make haste in the name of truth and keep it your responsibility to forward justice and humbleness as well as understanding in the work for the good of the nation and its people”.
Second prize in the competition was awarded to the proposal ”Pilari” (“Column”), also designed by Reijo Paavilainen. Third prize went to the work ”Äänten ja äänestysten maisemat” (The landscape of votes and votings”), designed by sculptor Tapio Kettunen. No other prizes were awarded.
The following persons were members of the jury for the Council of State 200 years collector coin: as chairman professor Yrjö Sotamaa, University of Art and Design, and as members curator of the Ateneum Art Museum Heikki Halme and docent Maria Lähteenmäki from the department of history at the Helsinki University. As expert members acted Kirsi Kiviranta, Karola Sahi, Raimo Savolainen, and Heimo Suntio. Export and Marketing Assistant Sinikka Ravander from Mint of Finland Ltd. acted as secretary.
The competition proposals are on display at the Helsinki University of Art and Design during
29.6. – 3.7. 2009. The address is Hämeentie 135 C, Helsinki.

Today is the 200th anniversary of the opening of the Council of State in Turku. In honour of the anniversary, the Mint of Finland has launched a silver collector coin with a nominal value of 10 euros. [/align]
The collector coin was designed by sculptor Reijo Paavilainen, who won the design competition for the coin. The name of the winning coin is “Lauraeus on Psalm 45:5” which refers to the historic opening speech by Minister Alexander Lauraeus 200 years ago. The pillar on the obverse represents justice and equality. The lines refer to stability and justice. The vertical lines on the reverse symbolise the different ministries. The artist has chosen the branching patterns to reflect the work of the ministries and its continuity.
The Government 200 years collector coin continues the series of official Finnish collector coins. The certificate of authenticity issued with the coin includes a quote signed by Prime Minister Matti Vanhanen that describes the initiative: “The state administration provides services to citizens, and building the future of the nation is everyone's responsibility.”
“The Government 200 years collector coin is the last collector coin issued in connection with the state’s 200th anniversary events. The anniversary will also be commemorated with another special coin with a value of 2 euros. It depicts the Diet of Porvoo, which assembled in March 1809. The coin was designed by Reijo Paavilainen. The coins issued on this anniversary year are launched in October 2009 and a total of 1.6 million coins are minted,” says Maarit Aarni-Sirviö, Mint of Finland’s CEO, and continues: “We at the Mint of Finland are very pleased to use our expertise to celebrate the anniversary and the journey our state has taken. The collector coins are miniature sculptures which are available to all citizens. They remind us of our country’s important events and people.”
The silver collector coin has a nominal value of 10 euros. Its diameter is 38.61 mm, weight 33.62 g and the maximum number of strikes used in coining is 20,000.
