NBP zmienia sposób dystrybucji monet i banknotów kolekcjonerskich. Począwszy od 2010 r. srebrne i złote monety oraz banknoty będą sprzedawane na aukcjach internetowych organizowanych przez NBP w serwisie Kolekcjoner.

W aukcjach internetowych będą mogli uczestniczyć wszyscy zainteresowani kupnem monet lub banknotów na rynku pierwotnym, w tym głównie kolekcjonerzy indywidualni i firmy numizmatyczne. Warunkiem udziału w aukcjach będzie wcześniejsze zarejestrowanie konta w serwisie Kolekcjoner.

– To rozwiązanie daje wszystkim uczestnikom rynku numizmatycznego równy dostęp do monet i banknotów kolekcjonerskich – tłumaczy wprowadzenie zmian Jacek Polkowski z biura prasowego NBP. – Dotychczas większa część nakładów monet rozchodziła się wśród firm numizmatycznych, które miały podpisane umowy
z NBP. Do sprzedaży w oddziałach banku trafiał zaledwie ułamek nakładu, przez co większość kolekcjonerów była zmuszona zaopatrywać się na rynku wtórnym, kupując monety znacznie drożej.

Aukcje będą przeprowadzane w serwisie Kolekcjoner, który zostanie uruchomiony jeszcze w listopadzie bieżącego roku. W początkowym okresie użytkownicy będą mogli jedynie rejestrować konta, zaś pierwsza moneta zostanie tu wystawiona do sprzedaży na początku przyszłego roku.

Ogłoszenia o planowanych aukcjach będą publikowane z co najmniej 7-dniowym wyprzedzeniem. NBP będzie w nich podawać m.in. cenę wywoławczą, cenę maksymalną oraz dopuszczalny skok cenowy.

Każda aukcja będzie trwała 3 dni, w trakcie których użytkownik będzie mógł złożyć maksymalnie 5 ofert zawierających liczbę monet lub banknotów oraz cenę jednostkową. Dla poszczególnych grup użytkowników określone będą odrębne limity ilościowe na zakup wartości kolekcjonerskich – mniejsze dla użytkowników indywidualnych, większe dla instytucjonalnych, w tym firm numizmatycznych.

Po zakończeniu aukcji, na podstawie złożonych ofert, system Kolekcjoner ustali ostateczną cenę sprzedaży monety lub banknotu, a także poinformuje wszystkich „zwycięzców” aukcji o liczbie uzyskanych monet, ich cenie i terminie odbioru.

Uzyskane na aukcji monety lub banknoty będzie można odebrać w oddziale okręgowym NBP, wskazanym przez użytkownika w momencie przystępowania do aukcji. Płatność będzie dokonywana w chwili odbioru.

– Dla wygody naszych klientów będziemy określać długie, 2-tygodniowe terminy na odbiór monety lub banknotu – mówi Jacek Polkowski. – Ponadto, każdy użytkownik serwisu Kolekcjoner będzie mógł upoważnić jedną osobę do odbioru monet w jego imieniu.

Bank nie zapomniał także o osobach, które nie mają dostępu do Internetu. Będą one mogły składać zlecenia u pracowników oddziałów okręgowych – w wyznaczonych do tego okienkach bankowych. – Mamy pełną świadomość, że jest wielu kolekcjonerów, którzy nie mają możliwości korzystania z sieci – wyjaśnia Jacek Polkowski – dlatego zapewnimy im możliwość składania zleceń bezpośrednio w oddziałach okręgowych naszego banku.

NBP zapowiada, że nie poprzestanie na tych zmianach. W drugim etapie rozbudowy systemu Kolekcjoner
w 2010 roku wprowadzona zostanie możliwość dokonywania płatności przelewem, a także wysyłka zakupionych monet lub banknotów pocztą.

Nie zmienią się zasady dystrybucji okolicznościowych monet obiegowych 2 zł ze stopu Nordic Gold. Będą one – jak dotychczas – wymieniane w oddziałach okręgowych NBP.

NBP's changing the way the distribution of coin and banknote collectors. From 2010 onwards, gold and silver coins and banknotes will be sold on online auction organized by the NBP on the site Collector.

The online auctions will be able to involve all interested in buying coins or banknotes on the primary market, mainly private collectors and numismatic firm. Condition of participation in the auction will advance to register your site in the Collector.

- This solution allows all market participants equal access to the numismatic coin and banknote collectors - explains changes Jacek Polkowski the press office of the NBP. - So far, the bulk of investments went out among the coins numismatic companies that have signed contracts
the NBP. To sell bank branches struck only a fraction of the effort, which most collectors had to provide a secondary market, buying much more expensive coins.

Auctions will be conducted in the Collector service, which will be launched in November this year. Initially, users will be able to only register an account, and the first coin will be put up for sale here early next year.

Notice of planned auctions will be published at least 7 days in advance. NBP will give them such starting price, maximum price and maximum price jump.

Each auction will last 3 days, during which a user can submit a maximum of 5 tenders containing the number of coins or banknotes, and the unit price. For different user groups will be separate set quantitative limits on the purchase of collectibles - less for individual users, for more institutional, including numismatic firms.

At the end of the auction, on the basis of bids, Collector system determines the final selling price for the coin or note, and inform all the "winners" listing the number of coins obtained, their price and date of receipt.

Obtained in the auction coins or banknotes will pick you up in the county branch of the NBP, indicated by the user at the moment of the auction. Payment will be made at the time of receipt.

- For the convenience of our customers, we will determine the long, 2-week periods to receive the coin or banknote - says Jacek Polkowski. - Furthermore, each service user will be able to authorize the Collector one person to receive coins in his name.

The Bank also did not forget about the people who do not have access to the Internet. They can place orders to staff at the district offices - at designated bank counters to that. - We are fully aware that there are many collectors who do not have the ability to use the network - says Jacek Polkowski - why provide them with an opportunity to place orders directly into our bank's regional branches.

NBP announces that it does not merely those changes. In the second phase expansion of the system Collide
introduced in 2010 will be able to make transfer payments, and shipment of purchased coins or banknotes post.

The auctions will be open to individual collectors and to companies – both domestic and foreign. The participation in an auction will be conditional on the previous registration of an account and its activation. Since account activation takes at least several days, we encourage you to fill in the registration form relatively early, so that you can participate in the very first auction without any difficulties.

An English version of the Kolekcjoner service has been prepared for customers from abroad – both private and institutional. Separate forms for account registration in the system have been prepared as well.

Auctions will be announced at least 7 days before their opening and will last for 3 days. During this period each authorized user will be allowed to submit up to 5 offers containing the amount of coins or banknotes and price for each item. For certain user groups – i.e. for private collectors and institutional customers – separate quantitative limits will be set for the purchase of collector items. After the termination of the auction, the system will analyze all the offers and on their basis will establish the final sale price of collector coins or banknotes.

Coins acquired at the auction will be available for collection, either personal or by an authorized person, within the established period of 2 weeks in the NBP Regional Branch indicated by the user at the moment of entering the given auction. Private customers will pay for coins or banknotes at the moment of their receipt. Institutional users will make the payments by transfer to the account indicated in an e-mail sent after the termination of the auction. They will be able to collect coins or banknotes after making the payment at the indicated NBP Regional Branch or in the Cash and Issue Department.

Dear Sir/Madam,

We kindly inform you that due to the amendment of “The Resolution of the Management Board of the NBP No. 73/2009 of 26 October 2009 on the terms and conditions of sale by the National Bank of Poland of coins, banknotes, and numismatic items for collection and other purposes” (Official Gazette /Monitor Polski/ No. 70, item 897 of 30 July 2010) changes in the principles of the functioning of the Kolekcjoner system enter into force on 16 August 2010. .

The amendment will have the following effects on the participants of the System:

1. The abolition of the maximum price

In accordance with the Rules for collector items sale conducted in the form of Internet auctions, constituting the Annex to the amended Resolution of the Management Board of the NBP, when submitting a bid the participant of the auction provides the offered unit price, not lower than the asking price, as well as the number of collector items he intends to purchase. The NBP will not determine the ‘maximum price’ parameter. The sale price will be established by balancing the supply and demand on the basis of Clients’ orders.

2. The introduction of the obligation to supply guarantees by institutional and individual participants submitting bids of a joint value exceeding PLN 20,000 within a single auction.

On 16 August 2010, the NBP introduces the requirement of submitting guarantees by those participants of the Kolekcjoner system who want to submit offers of joint value exceeding PLN 20,000 within a single auction.
A bank guarantee or insurance guarantee is presented to the NBP by domestic and foreign individual and institutional participants and covers all auctions whose settlement date expires before its maturity date.
Guarantees should be submitted within seven working days before the auction at the following address: Departament Emisyjno-Skarbcowy NBP, ul. Świętokrzyska 11/21, 00-919 Warszawa, with a Kolekcjoner – Gwarancja note on the envelope.
This guarantee will enable to bid collector items to the value of up to 15 times the amount of guarantee, for each auction separately within its duration (the value of orders for particular auctions do not add up).
In the case of breach of the Rules of sale by participants who placed guarantees with the NBP, consisting in the failure to pay for the collector items they have won at the auction, the NBP shall have the right for compensation equal to 6% of outstanding amounts, which shall be sought from the guarantee.

Clients (both institutional and individual) submitting bids of joint value not exceeding PLN 20,000 gross within a single auction are exempt from the obligation of submitting guarantees, so this requirement will involve a few dozen largest orderers.

3. Reducing the payment period for institutional clients to 7 days

Institutional recipients shall pay the due amount into the indicated account within 7 days from the day of dispatching the notification, and they shall be required to provide the order number in the ‘transfer title’ field of the transfer order. The date of arrival of the funds at the NBP account shall be recognized as the date of payment.


The above changes introduce necessary improvements to the previous provisions concerning the sale of collector items by the NBP as well as modifications in the Kolekcjoner auction system aiming at the increase of safety of transactions concluded therein, as well as the fulfillment of user requests. This is the first stage of implementation of the planned modifications to the system.

At the end of the year the NBP is planning to introduce further changes connected with the sale of collector banknotes and coins and the functioning of the Kolekcjoner system, related to the implementation of mail order service, expanding the functionalities by opening an Internet store and settling non-cash transactions.
